The City of Dayton is in the process of undergoing a study regarding the feasibility of an UGB (Urban Growth Boundary) land swap. In Oregon, cities are required to maintain the necessary land supply within the UGB to accommodate residential and economic growth for a projected 20-year time period. Cities have the option to “swap” land located within the existing UGB with land located outside of the existing UGB without re-evaluating their land needs if the land swap results in the land being swapped having an essentially equivalent capacity for residential development. The City is now studying which areas are options to add to the UGB as part of a UGB land swap. The State of Oregon has a detailed process for doing this. The study process begins by looking at a large area surrounding a city (1/2 mile radius), then reducing and refining the study area based upon a number of factors such as residential capacity, natural hazards, cultural resources, availability of infrastructure, cost to provide services to properties, proximity to the existing UGB, etc. The study is guided by a Technical Advisory Committee (TAC) composed of individuals representing a variety of viewpoints and expertise. After an expansive study process, the TAC has identified a preferred area to be added to the UGB.
